Defines a government shutdown as occurring after July 1 of odd-numbered years when one or more appropriations bills are not enacted for specified areas including higher education, education, health and human services, transportation, public safety, and other major departments.

Requires state agencies to continue operating and fully fund any programs that generate revenue during a government shutdown.

Appropriates funding for revenue-producing programs from the same state treasury fund used to carry on that program's operations, at the amount last enacted and signed into law.
