Amends Minnesota Statutes section 116.07, subdivision 4j, to require local approval before the state agency can issue a permit for new disposal facilities or expansions of existing disposal facilities.

Prohibits the Pollution Control Agency from issuing a permit for a new or expanded disposal facility as defined in section 115A.03, subdivision 10, until all required local approvals have been granted.

Maintains existing requirements that counties using the facility must have approved solid waste management plans and that facility capacity must be consistent with identified resource recovery or disposal needs.

Retains existing provisions for waste incineration facility permits to include ash management and ash leachate treatment requirements.

Requires the commissioner to notify applicants within 30 days whether permit applications are complete and to approve, disapprove, or delay the application within 180 days of receipt of a completed application.
