Modifies the use of local sales tax revenues for the city of Clearwater under Laws 2008, chapter 366, article 7, section 19, subdivision 3

Expands eligible project categories to include specific parks: Sportsman Park/Ballfields, Riverside Park, Lions Park/Pavilion, Cedar South Park (Eldorado Park), and Spring Street Park

Adds new projects including River County bike trail improvements and extension, a pedestrian walkway over Interstate 94 and State Highway 24, and a community and recreation center

Maintains the $12,000,000 revenue cap plus associated bond costs for funding all eligible projects

Becomes effective upon the city of Clearwater's compliance with Minnesota Statutes, section 645.021, subdivisions 2 and 3
