Appropriates $55,000,000 from the bond proceeds fund to the Commissioner of Natural Resources for state share of flood hazard mitigation grants for publicly owned capital improvements to prevent or alleviate flood damage.

Levee projects shall meet the state standard of three feet above the 100-year flood elevation to the extent practicable.

Includes funding for 30 specified county and municipal flood mitigation projects (Ada, Afton, Alvarado, Argyle, Austin, Benson, Borup, Breckenridge, Brownton, Climax, Crookston, Delano, Douglas County, Felton, Granite Falls, Halstad, Inver Grove Heights, Melrose, Montevideo, Moorhead, Newport, Nielsville, Oakport Township, Oslo, Roseau, Rushford, St. Vincent, and Shelly) and nine watershed projects.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $55,000,000 to provide the appropriated funds.

Allows the commissioner to reallocate funds from projects that are not ready to proceed or do not expend allocated money to other projects on the priority list; provides state funds for local shares when project costs exceed two percent of median household income multiplied by number of households in municipality.
