Extends public defender representation to persons appealing misdemeanor convictions, in addition to felony and gross misdemeanor convictions currently covered.

Extends public defender representation to persons convicted of misdemeanors pursuing postconviction proceedings who have not had a direct appeal of the conviction.

Amends Minnesota Statutes 2010, section 611.14 to add misdemeanor convictions to the categories of cases where financially unable persons are entitled to public defender representation.

Appropriates an unspecified amount from the general fund in fiscal year 2013 to the Board of Public Defense to implement these changes.
