Appropriates $7,000,000 from bond proceeds fund to the Commissioner of Economic Development for a grant to the city of Wadena for street, sewer, water, and utility infrastructure improvements.

Covers improvements to publicly owned infrastructure damaged by tornadoes, storms, and water infiltration into the sanitary sewer system occurring on or after June 17, 2010, as designated under FEMA Presidential Declaration FEMA-1921-DR.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $7,000,000 to fund the appropriation.

Bond issuance governed by Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
