Defines "eligible applicant" as someone who served in active military service, was discharged under honorable conditions (unless otherwise specified), and meets specific eligibility requirements for their requested plate design.

Clarifies that special motorcycle plates are the same size as regular motorcycle plates and are not subject to standard special plate requirements, with no special motorcycle plates available for certain design types.

Maintains the $10 fee per set of plates and $5 surcharge for one-ton truck plates, with veterans required to provide certified discharge papers at application.
