Establishes contingent appropriation authority for county state-aid highways if no appropriation legislation is enacted before July 1 of odd-numbered years, with funds drawn from the county state-aid highway fund and limited to each county's apportioned amount.

Establishes contingent appropriation authority for municipal state-aid streets if no appropriation legislation is enacted before July 1 of odd-numbered years, with funds drawn from the municipal state-aid street fund and limited to each city's apportioned amount.

Requires contingent appropriations to cover both construction costs and expenses for Department of Transportation employees whose work supports county or city construction projects, including plan approval, design review, and project inspection.

Appropriates necessary funds from the general fund to the commissioner of management and budget for central accounting, procurement, payroll, and human resources functions if no appropriation is enacted by July 1 of odd-numbered years.

Any subsequently enacted appropriation for these purposes supersedes and replaces the contingent funding authorized under this section.
