Modifies the list of cities eligible to receive Rochester local sales tax revenue grants for economic development projects, expanding beyond the original 18 named cities to include any city with a 2010 population of at least 1,000 within 25 miles of Rochester's geographic center that is closer to Rochester than to any other city with 20,000+ population.

Allocates $5,000,000 from Rochester's $10,000,000 economic development fund to grants for eligible cities to fund economic development projects through their economic development authority or housing and redevelopment authority.

Maintains existing provisions regarding Rochester's authorized uses of local sales tax revenues, including transportation infrastructure, civic center improvements, water/sewer projects, and regional recreation facilities, with total capital expenditure caps of $111,500,000 overall and $28,000,000 for higher education recreation centers.

Prohibits use of tax revenues for transportation improvements related to a railroad bypass that would divert traffic from Rochester.

Effective the day following final enactment.
