Prohibits the Minnesota Commissioner of Education from enforcing rules that have not been formally adopted under chapter 14 procedures.

Requires the commissioner to include a notice in any policy, guideline, bulletin, criterion, manual standard, or similar pronouncement that meets the definition of a rule but has not been adopted stating it is not enforceable.

Allows school districts to petition the Office of Administrative Hearings to seek an order from an administrative law judge determining whether the commissioner is enforcing or attempting to enforce an unadopted pronouncement as a rule.

Maintains the commissioner's authority to adopt new rules under specific authority, amend existing rules, repeal rules, grant variances, and make technical corrections to adopted rules.

Effective the day following final enactment.
