Commissioner of Human Services shall develop a community-based integrated model of care in partnership with counties, tribes, and stakeholders to improve services for chemically dependent individuals.

Plan must identify methods to reduce duplication of efforts, promote scientifically supported practices, and improve efficiency in the service continuum.

Plan shall consider potential geographically or demographically disparate impacts on individuals needing chemical dependency services.

Commissioner must report to legislative committee chairs and ranking minority members detailing necessary statutory and rule changes and a proposed pilot project by March 15, 2013.
