Defines "limited service pharmacy" as a pharmacy with a restricted license to perform a limited range of pharmacy activities

Defines "health professional shortage area" by reference to federal designations under Code of Federal Regulations title 42, part 5, and United States Code title 42, section 254E

Authorizes the board to license physicians under chapter 147 to dispense drugs in limited service pharmacies located in health professional shortage areas where pharmaceutical care is not reasonably available

Requires licensed physicians to follow board-adopted rules when dispensing drugs and allows annual license renewals

Permits licensed physicians to be assisted by certified pharmacy technicians without requiring the physician to be physically present if a physician or licensed pharmacist is available electronically or by telephone
