Authorizes wine festivals sponsored by associations of wineries to offer limited off-sales of wine by the bottle, with a maximum of six bottles per customer.

Permits on-sale by the glass sales at wine festivals, limited to two glasses per customer.

Allows dispensing of free wine samples within designated festival premises.

Requires municipal approval and commissioner approval before issuing a temporary license to a bona fide association of more than ten wineries in existence for at least two years.

Subjects all wine festival sales to existing laws and ordinances governing the sale, possession, and consumption of table, sparkling, or fortified wines.
