Appropriates $10,000,000 from the state transportation fund bond proceeds account to the Commissioner of Transportation for design and construction of a four-lane bridge over the Minnesota River flood plain between Carver and Scott Counties along old Trunk Highway 101.

Disbursement of funds is conditional on the Commissioner of Transportation certifying that additional funding beyond the $10,000,000 appropriation is assured through agency funds obligated to the bridge project.

Authorizes the Commissioner of Management and Budget to sell and issue up to $10,000,000 in state bonds to provide the appropriated funds, per Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Bond proceeds, excluding accrued interest and any premium, must be credited to the bond proceeds account in the state transportation fund.

Effective the day following final enactment.
