Clarifies that education site achievement contracts must focus on individualized learning and achievement measures for each student, recognizing their specific educational needs, aptitudes, and academic levels.

Requires school boards with sites demonstrating at least three consecutive years of improved student achievement under an achievement contract to seek similar contracts with other school sites in the district.

Specifies that achievement contracts must include individualized learning goals, formative assessment systems to diagnose student strengths and weaknesses, and assistance plans if performance expectations are not met.

Establishes a site decision-making grant program allowing schools to allocate all revenue attributable to their students and make hiring decisions for licensed and nonlicensed positions consistent with collective bargaining agreements.

Directs the Commissioner of Education to provide technical support, conduct research on site decision-making effectiveness, and report periodically to legislature on the statewide effectiveness of site management agreements.
