Defines "restored pioneer vehicle" as a vehicle originally manufactured before 1919 where essential parts are replaced only as necessary to restore the vehicle's original character and appearance, conforming to original fit, form, and function.

Allows motor vehicles manufactured prior to 1936 or restored pioneer vehicles owned solely as collector's items to be registered with a single "Pioneer" license plate valid without renewal as long as the vehicle exists in Minnesota.

Requires applicants for restored pioneer vehicle titles to provide evidence of manufacturer's year, make, model, and identifying number, with the commissioner able to require additional documentation such as photographs or antique car organization certifications.

Specifies that restored pioneer vehicle titles must show the original manufacturing year (not restoration year), use the valid identifying number from an essential part, and must not bear a "reconstructed vehicle" brand.

Allows owners of vehicles with prior Minnesota titles to apply for replacement titles if the vehicle meets restored pioneer vehicle requirements, with fees equal to duplicate certificate of title fees.
