Minnesota urges the President and Congress to direct the U.S. Army Corps of Engineers to expedite permits for fish deterrent systems at Upper Saint Anthony Lock and Dam and Lock and Dam Numbers 1, 2, and 19 during 2012.

Congress is urged to appropriate federal funding for deterrent installation at Lock Number 19 and to match Minnesota funds for deterrents at the other three locks.

Congress is urged to appropriate $10,000,000 for research coordinated between federal, educational, and private facilities to stop and control Asian carp long-term.

Congress is urged to appropriate funding to implement the National Asian Carp Plan and authorize a National Asian Carp Director to coordinate all federal control efforts.

Minnesota's Secretary of State is directed to transmit copies of this memorial to the President, Congress leadership, and Minnesota's federal representatives.
