Exempts prescription drug claims submitted electronically by licensed pharmacies from the requirement to provide standard electronic acknowledgments beginning January 1, 2012.

Maintains existing requirements for group purchasers and health care providers to exchange eligibility, claims, payment, and remittance advice transactions electronically using federal standards under Code of Federal Regulations title 45, part 162.

Prohibits group purchasers from charging fees to providers or clearinghouses for using prescribed electronic transactions, and prohibits health care providers from charging fees to group purchasers or clearinghouses for the same purpose.

Allows clearinghouses to charge fees for receiving and sending standard transactions only when acting as an agent of the sending or receiving entity.

Permits group purchasers and health care providers to use direct data entry or Web-based methods to comply with electronic transaction requirements if consistent with companion guides and federal implementation standards.
