Appropriates $8,500,000 from the bond proceeds fund to the Minneapolis Park and Recreation Board for preservation and renovation of an educational and cultural facility in Minneapolis open to the public.

Facility work includes predesign, design, engineering, and construction with focus on infrastructure replacement, Americans with Disabilities Act accessibility improvements, and energy efficiency upgrades.

Project involves a private nonprofit institution located on park board land at the site of the old parade grounds, subject to Minnesota Statutes section 16A.695.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $8,500,000 in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Sections 1 and 2 become effective the day following final enactment.
