Phases out the special education tuition bill-back procedure over four fiscal years (2014-2017), with resident districts paying 80%, 60%, 40%, and 20% of unreimbursed special education costs respectively.

Beginning in fiscal year 2018, resident districts are no longer responsible for paying tuition for special education services, except for students at intermediate districts, cooperatives, or charter schools where at least 70% of enrollment is special education eligible.

Defines "unreimbursed cost of providing special education and services" as the actual cost of special instruction, services, and transportation minus general education revenue attributable to the student and any special education aid received by the serving district.

Shifts financial responsibility to serving districts by increasing their special education aid by the amount of reductions made to resident districts' aid.

Amends Minnesota Statutes 2010, section 127A.47, subdivision 7, effective for revenue in fiscal year 2014 and later.
