Modifies child passenger restraint system exemption for school buses to apply only to vehicles with gross vehicle weight rating greater than 10,000 pounds, removing the previous exemption for type III vehicles meeting Federal Motor Vehicle Safety Standard 222.

Authorizes the Commissioner of Public Safety to accept federal money on behalf of the state to carry out programs under the commissioner's authority.

Appropriates all federal money received by the commissioner to be used for the purposes designated by the funding source and expended in accordance with federal laws and regulations.

Maintains existing exemptions from child passenger restraint requirements for emergency medical vehicles, peace officers transporting children, and motor vehicles operated for hire (taxis, limousines, buses).
