Establishes the Minnesota Health Care Purchasing Authority as a division within the Department of Management and Budget, effective July 1, 2012.

Authorizes the authority to consolidate and coordinate health care purchasing across state-administered programs including medical assistance, MinnesotaCare, and employee health plans through competitive bidding, volume purchasing, and selective contracting.

Grants the authority power to negotiate contracts with health care providers and health plan companies on behalf of state agencies and to seek federal law changes and waivers necessary to implement purchasing initiatives.

Requires the commissioner to report annually to the legislature beginning January 15, 2013, with estimates of state health care savings and recommendations for necessary legislative changes.

Transfers all existing powers and duties related to state health care program purchasing from individual state agencies to the new authority effective July 1, 2012.
