Creates a new state aid program called "general education disparity aid" for school districts and charter schools with per pupil general education revenue below 87 percent of the statewide average.

Eligible districts receive aid equal to the product of their pupil units multiplied by the difference between 87 percent of statewide average revenue per pupil and the district's own revenue per pupil.

Defines "general education revenue" as the sum of general education revenue under section 126C.10 and referendum revenue under section 126C.17, using adjusted marginal cost pupil units as the measurement.

Adds general education disparity aid as a component of overall general education aid beginning in fiscal year 2014.

Amends Minnesota Statutes section 126C.13, subdivision 4 to include the new disparity aid program effective for fiscal year 2014 and later.
