Prohibits health maintenance organizations (HMOs) and accountable care organizations (ACOs) from offering products for commercially insured patients if the ACO operates under federal waivers from the Stark Act, Civil Monetary Penalty Act, Anti-Kickback Act, or Antitrust Laws.

Applies to any entity participating in an ACO as defined in section 3022 of the federal Affordable Care Act that relies on these federal waivers to operate.

Adds new section 62Q.022 to Minnesota Statutes governing the restrictions on HMO product offerings.

Takes effect the day following final enactment.
