Requires the Minnesota Supreme Court's judicial education program to include ongoing parenting plan training for district court judges.

Mandates that courts issue an order requiring both parties to attend two hours of mediation to develop a parenting plan in dissolution of marriage proceedings involving child custody.

Exempts mediation requirement if neither party can afford mediation, if domestic abuse has been committed against a parent or child in the proceeding, or if section 518.179 applies.

Requires parties to complete mediation before the court may order them to participate in early neutral evaluation.
