Expands the definition of "lobbyist" to include individuals who attempt to influence legislative adoption of model legislation written or distributed by a principal.

Adds new definitions for "model legislation" (legislation written or distributed by a principal to public officials of more than one state) and "scholarship funds" (money given by a principal to public officials to cover costs of attending conferences where model legislation will be presented).

Expands the definition of "principal" to include individuals or associations that draft, promote, or distribute model legislation to Minnesota public officials with the purpose of influencing them to introduce or vote for that legislation.

Requires principals that grant scholarship funds to public officials to report the names of all officials receiving funds and the names of entities or individuals who contributed to the scholarship funds.

Requires public officials filing statements of economic interest to disclose all scholarship funds received or paid on their behalf, including the amount, granting entity, and related conference or event.
