Establishes a tuition reciprocity account in the special revenue fund to receive appropriations and manage payments with reciprocal agreement states.

Requires all incoming payments from reciprocal states to be deposited in the tuition reciprocity account and all outgoing payments to be made from the account.

Changes payment procedures for Wisconsin, North Dakota, and South Dakota reciprocity agreements so that incoming payments are deposited to the tuition reciprocity account instead of the general fund.

Any remaining balance in the tuition reciprocity account at the end of a fiscal biennium is transferred to the general fund.

Effective July 1, 2012, for fiscal year 2013 reciprocity payments and transfers.
