Prohibits foreign nationals and foreign-controlled entities from making contributions to political committees, political funds, principal campaign committees, or party units.

Defines foreign nationals to include non-citizens without permanent residence status, foreign governments and political parties, foreign associations, and corporations where foreign nationals own 10 percent or more of voting shares or control the corporation's election-related activities.
