Extends the availability of bond authorization and appropriation of bond proceeds for the Chester Woods Trail project from Rochester to Dover until June 30, 2016, notwithstanding Minnesota Statutes section 16A.642.

Allocates $970,000 of a $15,320,000 total state trail appropriation specifically for the Chester Woods Trail project.

Allows the commissioner to reallocate funds from state trail projects that are not ready to proceed to other state trail projects listed in the appropriation, with notification required to relevant legislative committees and affected legislators.

Amends Laws 2008, chapter 179, section 7, subdivision 27, as previously amended in 2010.

Takes effect the day following final enactment.
