Appropriates $5,000,000 from bond proceeds fund to the Commissioner of Natural Resources for acquiring private land within established state park and recreation area boundaries from willing sellers.

Authorizes purchase of land in nine specific parks and recreation areas: Crow Wing State Park, Cuyuna Country State Recreation Area, Frontenac State Park, Lake Bronson State Park, Maplewood State Park, Mille Lacs Kathio State Park, Nerstrand Big Woods State Park, Sibley State Park, and Tettegouche State Park.

Directs the Commissioner of Management and Budget to sell and issue state bonds up to $5,000,000 to fund the appropriation, following procedures outlined in Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Becomes effective the day following final enactment.
