Increases minimum nursing staffing requirement in certified nursing homes from "the greater of two hours" to four hours per resident per 24 hours.

Requires certified nursing homes to prepare annual reports documenting nursing personnel staffing calculations and compliance with minimum staffing standards.

Mandates annual reports be filed with the Department of Health and posted in a prominent location at each nursing home for public access by patients, visitors, and staff.

Requires copies of reports be provided to collective bargaining representatives of nursing home staff upon request.

Maintains existing civil fine of $300 per day of noncompliance for violations of staffing requirements.
