Defines "bullying" as severe, pervasive, or objectively offensive conduct occurring at schools, on school property, in school vehicles, or at school-sponsored events that substantially interferes with educational opportunities, places students in fear of harm or property damage, or disrupts school operations; includes conduct using technology or electronic media.

Requires each school district and charter school to adopt a bullying prohibition policy that includes a definition of bullying, procedures for reporting and anonymous reporting, investigation timelines, document retention schedules, disciplinary measures, law enforcement notification requirements, victim protection strategies, and penalties for false accusations.

Mandates school districts and charter schools explain the bullying policy to students, include it in student and personnel handbooks, review and revise as necessary, and provide bullying prevention information to volunteers and nonlicensed personnel.

Provides immunity from civil or criminal liability for individuals who promptly and in good faith report bullying incidents, and grants immunity to school districts and employees if they implement and substantially comply with a bullying policy.

Requires all school districts and charter schools to provide bullying prevention programs for students in kindergarten through grade 12.
