Adopts the National Bridge Inspection Standards (NBIS) established by the Federal Highway Administration in 23 CFR Part 650, Subpart C as the inspection standard for bridges meeting the NBIS definition.

Extends inspection intervals from two years to 24 months for standard bridges and from four years to 48 months for culverts, with commissioner authority to require more frequent inspections based on bridge condition and characteristics.

Establishes specific inspection requirements for underwater structural elements (maximum 60-month intervals) and fracture critical members (maximum 24-month intervals) for bridges meeting NBIS definitions.

Adds new load rating and posting provisions requiring structures to be load rated to determine safe load carrying capacity and posted when maximum legal load exceeds the structure's operating rating capacity.

Repeals Minnesota Rules parts 8810.9000 through 8810.9700 related to bridge inspection and inventory standards.
