Allows property owners to apply to district court to discharge a portion of an easement acquired by condemnation, not just the entire easement.

Court may discharge the easement or portion upon terms deemed just and equitable, with due notice required to all interested parties.

Exempts easements acquired by public service corporations for construction or expansion of high-voltage transmission lines (100 kilovolts or more) and ancillary substations from discharge provisions.

Exempts easements acquired by public service corporations for construction or expansion of natural gas, petroleum, or petroleum products pipelines and ancillary compressor or pumping stations from discharge provisions.

Clarifies that "pipeline" does not include natural gas distribution lines serving end users.
