Exempts portions of the Mississippi River within the cities of Dayton and Ramsey from designation as a component of the Minnesota wild, scenic, and recreational rivers system.

Establishes zoning standards in effect in Dayton and Ramsey on March 1, 2012, as the minimum standards for future critical area ordinance approvals by the commissioner of natural resources.

Allows the commissioner of natural resources to approve varied standards from the 2012 zoning standards if the purposes of Minnesota Statutes section 116G.15 are satisfied.

Requires the commissioner of natural resources to classify the city of Dayton as rural open space for land use districts within the Mississippi River corridor critical area under Minnesota Statutes section 116G.15.
