Modifies section 473.519 to make submission of local government charge systems to the council voluntary ("if requested by the council") rather than mandatory, and eliminates the council's review requirement.

Changes section 473.541 to allow (rather than require) the council to levy taxes on taxable property in the metropolitan area for emergency certificates of indebtedness.

Applies all amendments to Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties, effective upon enactment.
