Amends Minnesota Statutes to allow metropolitan local units of government (cities, counties, and towns in the metropolitan area defined in section 473.121) to designate primary service areas within their jurisdiction by resolution and assign licensed ambulance services to those areas.

Establishes the state board's role to adopt rules defining primary service areas and designate licensed ambulance services for areas outside those designated by metropolitan local units of government.

Requires the board to ensure all areas of the state have a licensed ambulance service designated to provide service as part of a primary service area.

Modifies licensing requirements to prohibit the board from issuing licenses for new ambulance services, new types of services, or expanded primary service areas unless specific statutory requirements are met.
