Grants mayors of cities with more than 250,000 residents in the seven-county metropolitan area authority to appoint a seven-member board of education and chief executive officer to manage independent school districts within their cities.

Chief executive officer does not require a school superintendent license or other administrative license and has all powers and duties of a district superintendent.

Board of education responsibilities include improving educational quality, increasing student proficiency in reading and math to meet or exceed statewide averages, reducing noncducational service costs, developing long-term financial plans, and implementing school-based budgeting.

Mayors must establish an education advisory council composed of business representatives, parents, teachers, principals, and community organization representatives to provide advice to the mayor and city governing body.

School districts under mayoral control are exempt from specified state statutes and rules to implement the mayoral governance provisions; effective through the 2024-2025 school year.
