Appropriates $35,000,000 from the trunk highway fund bond proceeds account to the commissioner of transportation for construction of trunk highway interchanges that promote economic development, increase employment, and improve traffic safety.

Requires the appropriated funds to be allocated solely outside of the department's metropolitan district.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $35,000,000 to provide the appropriated funds, following procedures in Minnesota Statutes sections 167.50 to 167.52 and Minnesota Constitution article XIV, section 11.

Directs bond proceeds (except accrued interest and premiums) to be deposited in the trunk highway fund's bond proceeds account.

Takes effect the day following final enactment.
