Requires governmental subdivisions to include in their discharge notice specific information for veterans: the 60-day response deadline and instruction to provide their selected representative's name, mailing address, and telephone number in writing.

Makes failure to submit the representative's information within 60 days a waiver of the veteran's right to a hearing and all legal remedies for reinstatement.

Allows either the veteran or the governmental subdivision to appeal a removal hearing board's decision to district court (previously only the veteran could appeal).

Clarifies that both the veteran and governmental subdivision must select their respective board members within the appointment process for three-person removal hearing boards.
