Aligns Minnesota's controlled substance schedules (I-V) with federal Drug Enforcement Administration schedules by reorganizing and updating the list of regulated substances in each schedule.

Expands Schedule I to include numerous synthetic cannabinoids (naphthoylindoles, benzoylindoles, cyclohexylphenols, etc.) and hallucinogenic compounds; removes specific cannabinoid examples and uses structural definitions instead.

Modifies Schedule II-IV depressants and stimulants, adding substances like ketamine, tiletamine/zolazepam, and embutramide; removes methaqualone from Schedule II.

Establishes new penalties for synthetic cannabinoid sales: gross misdemeanor for no-remuneration sales and felony (up to 5 years imprisonment or $10,000 fine) for sales with remuneration; possession remains a misdemeanor.

Grants Board of Pharmacy authority to add, delete, or reschedule controlled substances by rule and requires annual legislative reporting on schedule changes; automatically aligns state schedules with federal changes after 30-day objection period.
