Adds satellite system contractors and satellite system installers as new categories within Minnesota's electrical licensing framework under Chapter 326B.

Defines satellite broadcast communication system as antenna and receiving equipment for residential dwellings to receive and transmit satellite signals, classified as a subset of technology circuits and systems.

Requires satellite system installers to complete the National Standards and Testing Program for satellite system installers sponsored by the Satellite Broadcasting and Communications Association of America, Inc. or an approved alternative program, and pass a state examination.

Establishes that satellite system installers must be employed by a licensed contractor, cannot perform other functions allowed under power limited technician licenses, must complete 4 hours of continuing education annually, and are subject to journeyman-level licensing fees.

Sets satellite system contractor licenses to expire August 1 of each even-numbered year and requires contractors to designate a responsible satellite system installer with authority over all satellite work performed; effective October 1, 2012.
