Adds new definition of "comprehensive examination" to include all test components (written, oral, practical).

Modifies fee structure for barber licenses and permits, including new fees for written exam retakes ($10), student permit renewal ($25), license verification letters ($25), and reinspections ($100); reduces home study course fee from $95 to $75.

Changes apprentice/barber exam failure procedures: requires 300 hours additional practice (instead of two months) and allows unlimited retakes after one written exam retake, rather than limiting retakes.

Requires barber school graduates to complete additional 500 hours of study if they graduated more than four years before application; updates instructor qualification requirements to require vocational instructor training from approved programs instead of teacher's certificate.

Extends license reinstatement period from one to four years for barbers/apprentices and three to four years for instructors; establishes new administrative penalties ($500-$1,000) for unlicensed practitioners and lapsed shop registrations; increases Board of Barber Examiners appropriation from $257,000 to $287,000.
