Requires Minnesota public postsecondary system governing boards to offer multiple health benefit plan coverage options for students when health coverage is mandated.

Mandates inclusion of a waiver option allowing students to decline the institution-selected health plan and purchase coverage elsewhere.

Specifies minimum acceptable alternative coverage sources: state of Minnesota health plans, employer group coverage, private insurers, and association group coverage.

Creates new statute section 135A.044 governing health care waiver policies at public postsecondary institutions.
