Updates the eligibility date requirement for alternatives to abortion programs from July 1, 2005 to July 1, 2011, requiring programs to have existed for at least one year as of that date.

Maintains requirements that grant-eligible organizations must be private nonprofits that provide services including medical care, nutrition, housing, adoption, education, childcare, and parenting support to women carrying pregnancies to term.

Prohibits grantee organizations and their affiliates from providing, promoting, or directly referring to abortion services unless separately incorporated and independent, including no shared names, facilities, expenses, employee wages, or equipment.

Requires organizations affiliated with abortion providers to maintain financial records demonstrating strict compliance and that their independent abortion-providing affiliate receives no direct or indirect economic or marketing benefit from the grant.

Made effective retroactively from February 1, 2012.
