Expands joint venture authority under Minnesota Statutes section 452.25 to include federally recognized Indian tribes as eligible partners with municipal utilities, municipal power agencies, and cooperative associations.

Allows municipal utilities to enter joint ventures with Indian tribes upon approval of the utilities commission or city council to provide utility services including electric, gas, and water facilities.

Authorizes joint ventures to finance, own, acquire, construct, and operate utility facilities including generation, transmission, storage, and distribution infrastructure to serve retail customers.

Permits joint ventures including Indian tribes to engage in wholesale utility services and participate with other municipal utilities, cooperative utilities, investor-owned utilities, and other public or private entities.

Clarifies that joint venture powers are in addition to existing powers under other law, and the section remains complete regarding formation and operation of joint ventures without regard to other laws or city charter provisions not specifically addressing joint ventures.
