Creates a new on-sale liquor license for wine educators under Minnesota Statutes chapter 340A at an annual cost of $250 per license and $50 per permit for each employee pouring wine.

Permits licensed wine educators to purchase wine at retail and serve wine for educational purposes statewide, unless a local political subdivision prohibits wine education through ordinance.

Requires all wine education events to operate by advance registration only with no walk-in public access permitted.

Mandates wine educators possess commissioner-approved certification such as Certified Specialist of Wine, Wine and Spirits Education Trust Diploma, Certified Sommelier status, or completion of a wine industry program at a technical college or culinary school.

Requires all wine educators to complete Training for Intervention Procedures (TIPS) certification and maintain a valid certificate on file with the commissioner.
