Establishes certification and training requirements for contractors performing protective coating work on state or federally funded bridges, including surface preparation, coating application, lead paint removal, shop painting, and cathodic protection system work.

Requires the commissioner to develop separate certification requirements for each of four protective coating work types and identify approved training programs offered by industry-recognized organizations.

Prohibits contractors from performing protective coating work on applicable bridge projects unless certified by the commissioner for that specific work type.

Mandates contractors use corrosion mitigation and prevention methods, follow industry best practices for environmental protection and hazardous material handling, and provide or make available approved training programs for workers.

Directs the commissioner to adopt rules implementing these requirements, effective the day following final enactment.
