Modifies the 911 emergency telecommunications service fee to fund statewide public safety radio communications under the regionwide system established in sections 403.21 to 403.40.

Allows counties or groups of counties that incurred costs for the Allied Radio Matrix for Emergency Response (ARMER) program to receive financial assistance equal to sales tax paid on products and services used for construction, operation, maintenance, and enhancement of the backbone system.

Excludes from financial assistance eligibility any products and services that were exempt from sales tax under Minnesota Statutes section 297A.70, subdivision 8.

Maintains existing 911 fee structure (8 cents to 95 cents per month per customer access line as of July 1, 2010) with portion now dedicated to public safety radio equipment funding.

Effective retroactively for sales and purchases made after December 31, 2010.
