Defines "service disruption" as loss of student contact time due to natural disasters (floods, tornadoes, fires) or external causes (building relocations, transportation disruptions) affecting adult basic education programs or consortiums.

Service disruption qualifies for relief only if contact hour losses cause revenue loss of at least 10 percent for consortiums or 15 percent for individual programs under section 124D.531, subdivision 3, clause (2).

Allows adult basic education programs or consortiums to apply to the commissioner for adjusted contact hours when service disruption occurs outside their control and they took reasonable mitigation actions.

Caps adjusted contact hours so aid amounts do not exceed the most recent two-year average aid for the consortium.

Makes all provisions effective for aid in fiscal year 2013 and later.
